The Texas Department of Information Resources (Texas DIR) offers Deliverables-Based IT Services (DBITS) to Texas governmental and public educational entities through DIR’s Cooperative Contracts Program.
iSphere Innovation Partners is an approved Texas DIR DBITS vendor. We bring extensive government experience and we are authorized to provide Texas DIR customers with services in the following categories:

DIR DBITS Contract Information
Complete instructions can be found here. In short, Texas DIR requires two items to be completed before work can begin:
A Statement of Work (SOW)
A Purchase Order (PO)
Please e-mail dbits@isphere.net or call 1-800-210-3215 ext. 18 and one of our DBITS project managers will work with you to complete the SOW. Once the SOW is completed and executed, you can request a PO from your purchasing department to be submitted to iSphere. As soon as we receive the PO, we will begin work on your project.
iSphere is an approved DIR Cooperative Contracts vendor. The Cooperative Contracts Program allows customers to purchase items directly from a DIR-contracted vendor. Customers contact the vendor for product and pricing information. They also send their purchase orders, with the DIR contract number, and payments directly to the Cooperative Contracts vendor, not to DIR. This streamlines the order process so customers receive their products & services quickly!

IT Assessments and Planning may include IT effectiveness, maturity, governance, and architecture. Strategic planning activities may include mission statement development, visioning and goals, objectives, and strategy development. Assessment of staff knowledge, skills and abilities, bandwidth, time and motion studies, and succession planning are included in this category. Strategic planning development and tactical planning may require the provisioning of actionable plans and roadmaps. Organization change management, enterprise architecture, cloud assessments, and network performance assessments are within scope as well.
Independent verification and validation (IV&V) procedures are used together for in-depth analysis of a product, service, or system for compliance with requirements as well as the independent oversight of software (or systems) development life cycle (SDLC) processes and specifications.
Market Research, Procurement Advisory, and Contract Implementation Services activities may include requirements gathering, facilitation activities, scoring criteria development, evaluation criteria development, negotiation guidance and assistance, and contract transition assistance.
